Title Transfers:
A California Certificate of Title needs to be transferred when a vehicle or vessel is bought or sold or if there is any change to the registered owner or lienholder.
Steps to Transfer a California Title: You must have the physical CA title on hand or a REG 227 if you do not have the title. Both the buyer(s), seller(s) and lienholder (if applicable) must sign the title.
Registration Renewals:
The plate number and last 3 of the VIN or the full VIN or HIN is required to renew your registration, possibly a smog (if applicable).
Replacement Registration Card, Plate or Tags:
California clients and customers can request a replacement registration card, plate or tags if the original item has been lost, stolen, destroyed or mutilated. In this process, a REG 156 is used.
Duplicate Title:
A REG 227 is used to request a duplicate title when the California title is lost, stolen, mutilated or illegible.
Non-Resident Title Transfers:
The following forms are needed to transfer an Out of state car title in California. The following forms are needed: REG 343, REG 256, The Vehicles out-Of-State Title, A valid Smog Certificate, and Bill of Sale.
